The dialogue presented in box 7.3 illustrates that sound family policy and its tailoring to fit specific contexts does not negate the need for clear standards about human rights. The United Nations covenants provide ample evidence of the zero-tolerance for abuse and harm that can be adopted worldwide (United Nations, 1988a, 1988b; United Nations World Conference on Human Rights Preparatory Committee, 1993; Wronka, 1998). In effect, these rights become inalienable. While policy makers and practitioners may wish to offer less punishment-based and more family strengths–oriented approaches, there are some non-negotiable protections and standards that have been agreed to worldwide (Van Soest, 1997).
